Machine-based gaming is only permitted in land-based casinos, restaurants, bars and gaming halls and requires a licence. Slot machines in gaming halls and restaurants are regulated under federal law  the Trade Regulation Act and the Gaming Ordinance.

Licensing procedure. The German Interstate Treaty on Gambling ( ISTG 2024 ) has allowed private operators to apply for licenses to offer sports betting, virtual slot machines (online simulations of terrestrial slot machine) and online poker since the year 2024.
